The event is set from 3 to 5 p.m., but due to his medical condition, Smith will be present only about 10 to 15 minutes and able to see only a limited number of visitors, his office said. He has been incapacitated since suffering a stroke in January, 2010.
A video camera is available in the tax office on Titus St. for visitors to record appreciation of Smith any time from now through the reception. He will receive a DVD of the comments.
