Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands
To: All interested Agencies, Groups and Individuals
This is to give notice that the City of Gilmer has determined that the following proposed action under TxCDBG Contrtact #7216180 is located in Zone A of the 100-year floodplain, and the City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
Contractor shall reconstruct streets to improve access and to remove a potential threat to public safety. Contractor shall reconstruct approximately 2,600 linear feet of street utilizing a stabilized base, 2-inch asphalt, gutter, and all associated appurtenances. Construction shall take place in the following locations: East Scott Street from North Cypress to approximately 600 linear feet to the east and North Cypress Street from Highway 154 to Highway 155.
The proposed street improvements are located in Gilmer, Texas. Approximately 0.264 acres of the project is located in Zone A of the 100-year floodplain and approximately 0.02 acres are in a wetland.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
Written comments must be received by the City of Gilmer at the following address on or before January 30, 2017 City of Gilmer, 110 Buffalo Street, Gilmer, Texas 75644, Attention: Ms. Kathy Davidson-Hoover, City Secretary. A full description of the project may also be reviewed from 8:30 AM to 4:30 PM at the address above.
NOTICE IS HEREBY GIVEN that the annual meeting for the stockholders of Gilmer National Bancshares, Inc. of Gilmer, Texas will be held at the Gilmer National Bank on the 14th day of February 2017 at 4:00 o’clock p.m. for the election of Directors and the transaction of such other business as may properly come before the meeting.

The Upshur County Commissioner’s Court is accepting sealed bids for road and bridge materials, including: Fuel, Materials, and Services. Specifications and bid packages, for each, may be obtained in person from the Upshur County Road and Bridge Department, 2255 Hwy 271 N., Gilmer, Texas. Questions should be directed to Upshur County Road and Bridge Administrator Andy Jordan at (903) 843 7623. Bids should be submitted in lump sum pricing. No bond is required to bid. Method of payment will be cash at time services are rendered. All bids must be received in the Upshur County Judge’s office, Third Floor Upshur County Courthouse, 100 W. Tyler OR P. O. Box 790, Gilmer, TX 75644, on or before January 30, 2017 at 5:00 p.m. The bids will be opened in the regular session of the Upshur County Commissioner’s Court on January 31, 2017 at 9:00 a.m.
